JST helped build Thailand's local oil & gas workforce — from the ground up, starting with Unocal in the 1980s.

When international operators first arrived in the Gulf of Thailand, their offshore workforce was overwhelmingly expatriate — engineers, drillers, safety officers, and technicians flown in from around the world. JST was there from the beginning: mobilizing, managing, and — critically — upskilling Thai nationals to replace them. Four decades later, Thailand's oil and gas workforce is predominantly Thai, trained to international standards. JST was a core architect of that shift.

1962

Union Oil (Unocal) — first O&G concession in Thailand

Unocal awarded the first petroleum exploration concession in Thailand. Operations staffed almost entirely by expatriates — international drilling, engineering, and safety personnel.

Petroleum Authority of Thailand founded. Government begins pushing for increased local participation and Thai national development across all concession operators.

BOI mandates 70% Thai national workforce — new compliance challenge

New BOI regulations (Por.8/2568) require manufacturing companies with 100+ employees to maintain a minimum 70% Thai national workforce. JST is uniquely positioned to help clients achieve and sustain compliance through workforce design, training, and EOR management.

New BOI 2025/2026 — Thai workforce quota now mandatory

Effective January 2026, all BOI-promoted manufacturing companies must ensure Thai nationals form at least 70% of the total workforce. Non-compliance risks work permit refusals, permit renewal blocks, BOI audits, and potential revocation of tax incentives and foreign ownership rights. Basic Offshore Safety Induction & Emergency Training

Mandatory for all Gulf of Thailand offshore workers. Covers helicopter underwater escape (HUET), sea survival, firefighting, and first aid. Valid 4 years; renewed via FOET. Required by all major operators including PTT, Chevron, and PTTEP.

TPTI Approved

Thai Dept. of Mineral Fuels — offshore access certification

All personnel working in the Gulf of Thailand must hold training from a TPTI-approved provider under Dept. of Mineral Fuels regulations. JST coordinates with accredited centres to ensure Thai nationals are fully cleared for offshore mobilisation.

API / Technical

Technical operations & inspection standards

API 510, API 570, API 580/581 for inspection and integrity roles. Well control certification for drilling personnel. Structured career pathways from technician to senior engineer — replacing expat technical roles with certified Thai nationals.

NEBOSH / HSE

International Health & Safety management
